What is the PPS salary scale in Pakistan in 2026?
The PPS salary scale 2026 Pakistan schedule sets monthly project pay for covered staff directly recruited for PSDP-funded development projects. The official table runs from PPS-1 at Rs 37,800 initially to PPS-12 at Rs 1,050,000 initially. Its effective date is 1 July 2026. PPS is a project contract package, not the same thing as a regular BPS salary or a guarantee of permanent employment.
If you are comparing an advertised project vacancy with a regular government job, start with the appointment conditions, not just the larger number. A salary table answers what the notified scale contains. Your appointment letter answers which package applies to you, what stage has been approved, how long the contract lasts, and what deductions appear on payroll. Keeping those questions separate prevents expensive misunderstandings when accepting an offer.

PPS-1 to PPS-12 salary chart and BPS mapping
Amounts below are rupees per month. The increment column reproduces the notified rupee amount, including its rounding. The BPS column is the mapping printed alongside the project scales; it does not convert a contract appointment into regular civil service.
| PPS | BPS mapping | Initial pay | Annual increment | Maximum |
|---|---|---|---|---|
| PPS-1 | BPS 1–4 | 37,800 | 1,140 | 43,500 |
| PPS-2 | BPS 5–8 | 47,250 | 1,420 | 54,350 |
| PPS-3 | BPS 9–10 | 59,070 | 1,780 | 67,970 |

Who should use this chart?
Use it when the vacancy and appointment conditions identify the covered federal PSDP project package. Do not apply it automatically to every public-sector contract, donor-funded programme, provincial project, consultancy, or autonomous organization. A job can be publicly funded without using this exact notification. Look for the named scheme, project approval and salary authority in the recruitment material. If these are absent, request clarification from the recruiting department before assuming entitlement.
A practical way to review an advertisement is to record four details in a small comparison sheet: project name, post title, advertised PPS, and stated package. Add the contract duration beside them. An advertisement quoting a consolidated amount should not silently be rewritten using an online calculator. If the amount appears inconsistent with a newer notification, ask whether the project has adopted the revision and whether the advertised amount is provisional.
The notification includes conditions for implementation, including project approval and pay fixation. Those conditions matter as much as the table. A revised national schedule is not evidence that every individual payroll has already been updated correctly. The right response to a discrepancy is a documented question to the project administration, with the advertisement and appointment letter attached, rather than an assumption based on another employee's salary screenshot.
How does the annual PPS increment work?
The notification links annual progression to completion of one year of continuous service on the relevant post and specifies an increase based on the initial stage. For an estimate, use the rupee increment printed in the table. Do not compound three percent on a growing balance and assume that your spreadsheet now represents the government schedule. Rounding and the maximum stage would make that approach diverge from the published figures.
For example, the PPS-7 table begins at Rs 212,630 and lists an increment of Rs 6,380. One approved increment gives Rs 219,010; two give Rs 225,390. These are illustrations of scale arithmetic, not confirmation that a particular employee is due those stages. The service anniversary, continuity, appointment terms and approved fixation still need checking. Five increments reach the printed maximum of Rs 244,530.
For PPS-6, one listed increment takes Rs 141,750 to Rs 146,010. If a friend quotes a different figure, first establish whether they are on the same notification, a different stage, a deputation arrangement, or a different kind of contract. Comparing only the PPS label hides those differences. An appointment that begins midway through a financial year also should not be treated as automatically earning a full service-year increment on the next July date.
Why PPS-to-BPS equivalence is easy to misunderstand
PPS-7 is mapped to BPS-17 in the table, but that does not mean the two jobs deliver identical employment rights or payslips. A regular post and a project contract can have different tenure, leave arrangements, retirement coverage and payroll components. The mapping is useful for understanding the level of the project post. It is not an instruction to add every BPS allowance onto the PPS amount.
Consider two offers: a PPS project position with a higher consolidated monthly amount and a regular BPS role with several separately authorized components. A fair comparison would examine take-home pay, expected employment duration, commuting costs, benefits actually promised and the skills each role develops. It would not compare the PPS package against only the minimum BPS basic pay and conclude that one job is automatically better.
For the regular-pay side of that comparison, read our BPS salary chart and allowances guide. Keep both offer letters open while reading. Where either employer has not confirmed a benefit, leave it as an unanswered question in your comparison rather than assigning it a guessed cash value. That makes your decision more realistic and easier to discuss with family or a financial adviser.
From package to take-home salary
A monthly package is not necessarily the amount transferred into your bank account. Prepare a reconciliation with the agreed pay at the top, any separately authorized additions next, and actual deductions below. Income tax, recoveries or other applicable deductions need to be confirmed from payroll. Avoid describing every deduction as a permanent loss of salary; some items may be adjustments or contributions with a separate purpose.
Here is a deliberately hypothetical example, not an official PPS net-salary quote. Suppose an approved monthly package is Rs 212,630 and payroll confirms total deductions of Rs 20,000 for that month. The resulting transfer would be Rs 192,630. The arithmetic is simple, but the assumed deduction is not a tax calculation. Your real deductions could differ, and a month containing arrears may not resemble a normal recurring month.
The Pakistan salary tax calculator can help explore an estimate once you select the correct tax year and taxable income. It cannot establish your legal pay entitlement, determine every payroll exemption, or replace an annual reconciliation. If you change employers during a tax year, keep both employers' salary and tax records so the annual position is not inferred from one isolated month.
What should an existing project employee check?
Existing employees should compare their approved old fixation with the revised fixation, not restart at the minimum by assumption. The notification addresses existing employees separately. Ask the project accounts office to identify the previous amount, the new approved stage, the effective date, and any arrears period. A clear fixation statement is more useful than a verbal assurance that a percentage increase has been applied.
Keep copies of the contract, extensions, joining report and relevant payroll statements. If continuous service is important to your increment, a missing extension letter can create a documentation problem even when you continued working. Build a dated timeline so that the office can resolve any gap. Do not alter a joining date or treat an unsigned extension draft as a completed administrative action.
If you moved between posts or projects, ask whether prior service is recognized for the new fixation. An old payslip may demonstrate what you earned, but not necessarily what the new project is authorized to pay. Written confirmation is particularly important when the new role has a different scale, funding source or appointment mechanism. Preserve the response with the rest of your employment record for future reconciliation.
Questions to ask before accepting a PPS offer
- Which notification and approved project document authorize this package?
- Is the quoted figure the initial stage, an approved higher stage, or an estimate?
- What is the contract end date, and what conditions govern extension?
- Which benefits are included in the lump sum and which, if any, are separate?
- What deductions should I expect in a normal month?
- When will my first eligible increment be considered?
- Who will issue the written pay-fixation statement?
These questions are not an attempt to negotiate outside the rules. They make the offer intelligible. A candidate should be able to distinguish a benefit authorized in writing from an informal expectation. Ask politely and keep the question specific. For example, “Does this appointment use the revised 2026 package?” is easier for an office to answer than a broad demand for the highest amount found online.
How to compare career value beyond the salary
Project work can provide exposure to delivery targets, reporting, procurement, field coordination or technical systems. When evaluating an offer, ask what you will actually produce and who will supervise the work. A higher salary can be attractive, but a vague role with uncertain duration may carry different risks from a clearly defined assignment that builds demonstrable expertise. Salary is one input in a career decision, not its entire explanation.
Make a realistic monthly budget using rent, transport and household obligations for the posting location. Then consider what would happen if the contract ended on its stated date. This is personal planning, not a prediction that a project will close. An emergency buffer and an updated portfolio can reduce pressure when contracts are renewed late or when a role naturally reaches its completion date.
When searching for opportunities, use the job directory to find relevant advertisements and then verify each notice with the recruiting organization. A salary explainer should help you interpret a vacancy, not replace the original advertisement. Check the deadline, experience requirements and application procedure independently; none of those conditions can be inferred solely from a PPS grade.
Frequently asked questions
Is PPS-7 equal to BPS-17?
The 2026 table maps PPS-7 to BPS-17, but the appointment types and benefits are not automatically identical. Use the mapping to understand the stated level of the project post, then read the contract for its actual employment conditions. Do not describe a project contract as a permanent BPS appointment on your CV.
Does PPS include house rent and conveyance separately?
Do not add those amounts automatically to a lump-sum package. Ask the employer what the written contract and applicable notification authorize. An online gross-salary example for a regular BPS employee is not evidence that the same additions apply to a PPS project employee.
Will every new employee receive the maximum?
No. The maximum is the upper amount in the notified schedule, not a default offer. A candidate should compare an advertised offer with its approved starting stage. Experience alone does not justify entering the maximum in a calculator unless the employer confirms the relevant fixation.
Can I calculate future increments indefinitely?
No. The table has a maximum, and progression is subject to the relevant conditions. A spreadsheet extending the increment beyond the published limit is not a reliable pay forecast. Keep any long-term scenario clearly separate from the amounts actually authorized for your current appointment.
Does a PPS job guarantee pension or regularization?
The scale label alone does not establish either. Ask for the retirement and employment-status provisions that apply to the appointment. A promise from an unrelated website, colleague or social-media post is not a substitute for the contract and governing rules.
Source and verification note
The salary table was checked against the official Finance Division PDF linked above. The examples and comparison checklist are our editorial analysis, not additional government rules. For the original framework, the Planning Commission's 2022 project-pay annexure provides historical context; it should not be substituted for the revised 2026 amounts. Check the Finance Division circulars index for later clarifications. If your employer identifies a newer applicable order, use that order and request an updated written calculation.
