C-ARTS Jobs 2026 – Center for Autism Rehabilitation and Training, Sindh, Karachi
Center for Autism Rehabilitation and Training, Sindh (C-ARTS), a Not-for-Profit Organization owned by the Government of Sindh dedicated to providing rehabilitation facilities to autistic children, has announced contract-based openings at its Karachi Center for seven positions: Company Secretary, Manager Internal Audit, Manager Procurement, Manager HR, Senior Manager Admin, Assistant Manager Finance, and Finance Assistant. Eligible candidates must hold Sindh domicile along with relevant professional qualifications such as CA/ACCA/ACMA, MBA, or M.Com depending on the role, and experience ranging from 3 years for Finance Assistant to 10 years for Manager Procurement, with market-based salaries offered to selected candidates. About the Organization
Center for Autism Rehabilitation and Training, Sindh (C-ARTS) is a Not-for-Profit Organization (NPO) set up under Section 42 of the Companies Act, 2017. Owned by the Government of Sindh, the company aims to provide professional rehabilitation facilities to autistic children in the Sindh province. The company requires the following staff on a contract basis for its Karachi Center, domiciled from Sindh. Market-based salaries will be offered to selected candidates.

Detailed Requirements
1. Company Secretary
Competencies Required: Ability to effectively coordinate and facilitate Board and Board Committee meetings, including preparation and circulation of agendas, notices, and working papers; proficiency in recording, finalizing, maintaining, and circulating minutes of Board and Committee meetings, ensuring proper follow-up on decisions; ensuring timely submission of statutory returns, filings, and regulatory documents; coordinating with government departments, regulators, auditors, and legal advisers; excellent drafting, documentation, analytical, and organizational skills; and the ability to perform other corporate secretarial, statutory, and governance responsibilities as assigned by the Board or CEO.
2. Manager Internal Audit
Competencies Required: Ability to lead and manage the internal audit function; strong knowledge of auditing standards, accounting principles, and financial regulations; ability to identify control weaknesses, financial irregularities, compliance gaps, and operational risks; providing periodic reports to the Audit Committee/Board on audit activities and findings; assisting management in strengthening internal controls and operational efficiency; and maintaining independence, objectivity, integrity, and professional judgment.
3. Manager Procurement
Competencies Required: Ability to lead and manage the organization's procurement department; ensuring effective implementation of Sindh Public Procurement Regulatory Authority (SPPRA) rules, regulations, and guidelines; strong analytical and evaluation skills for technical and financial bids; contract management and vendor negotiation skills; and excellent documentation and reporting skills.
4. Manager HR
Competencies Required: Ability to lead and manage the organization's entire HR function; managing and supervising monthly payroll preparation, verification, and timely generation; developing and implementing systems for job description development and employee performance evaluation, including performance appraisals, KPIs, reviews, and promotion recommendations; developing HR strategies, policies, and procedures; and advising management on Human Resource Planning.
5. Senior Manager Admin
Competencies Required: Strong skills in facilities management, including maintenance planning, utilities, security, and other support services; sound understanding of procurement, budgeting, basic finance, and accounting, with the ability to independently coordinate with the audit department; and experience liaising with government departments, regulatory authorities, contractors, and service providers.
6. Assistant Manager Finance
Competencies Required: Strong knowledge of payroll, tax laws, budgeting, financial reporting, and financial controls; ability to coordinate with internal and external auditors and oversee preparation and finalization of quarterly and annual financial statements; proficiency in accounting software, MS Excel, and financial reporting systems.
7. Finance Assistant
Competencies Required: Ability to prepare and maintain accounting records and financial reports; ability to perform bank, vendor, and ledger reconciliations accurately; basic knowledge of taxation, withholding tax, and statutory compliance; and ability to meet deadlines and work effectively both independently and as part of a team.
