Ministry of Railways Jobs 2026 – 2 Vacancies Under SPD&ME Project, Islamabad

The Ministry of Railways, Government of Pakistan, has announced 2 contract-based vacancies under its “Strengthening of Planning, Development, Monitoring and Evaluation Directorate (SPD&ME)” project in Islamabad: Director/Business Development (PPS-10) and Deputy Director, Financial Analyst (PPS-09). The Director post requires an MBA/MS in Marketing, Finance, or Project Management with 16 years of education and 12+ years of project management experience, including 5+ years in Public Private Partnership (PPP) projects. The Deputy Director post requires an MS/MSc in Finance or Economics, ACCA, or CA, with 16 years of education and 7 years of post-qualification experience, including 2 years in financial modeling. Age limits are 50 years and 45 years, respectively. Contracts run for 2 years or until project completion, whichever is earlier, extendable on satisfactory performance. Selected candidates may be posted anywhere in Pakistan. Interested candidates should apply online through the National Job Portal (njp.gov.pk); detailed TORs and pay package are available at railways.gov.pk and pakrail.gov.pk. Only shortlisted candidates will be called for test/interview, and no TA/DA is admissible. For queries, contact Syed Adil Gul Kakakhil, Deputy Chief Planning, at 051-9214272, Room No. 104, D-Block, Pak. Secretariat, Islamabad.

About the Organization

The Ministry of Railways, Government of Pakistan, has invited applications for two positions under its project titled “Strengthening of Planning, Development, Monitoring and Evaluation Directorate (SPD&ME)”, Islamabad. Both posts are purely on a contract basis under Project Pay Scales (PPS).

Eligibility Criteria

1. Director/Business Development – PPS-10 – 01 Post

1. 1. Qualification:MBA/MS (Marketing/Finance/Project Management).
   2. Additional qualification in Project Management will be preferred.
   3. Minimum 16 years of education.
   4. All degrees must be recognized by HEC.
   5. Eligibility/Experience:Overall 12 or more years of work experience in project management.
   6. Experience of Public Private Partnership (PPP) projects for more than 5 years.
   7. Comprehensive knowledge of business strategy development and implementation.
   8. Preference will be given to candidates with a variety of experience in relevant fields such as business portfolio management, marketing investment performance analytics, and PPP projects, etc.
   9. Advantage will be given to expertise in the field of financial analysis.
   10. Knowledge of MS Project/Primavera & MS Office.

• Age limit: Maximum 50 years.

2. Deputy Director (Financial Analyst) – PPS-09 – 01 Post

1. 1. Qualification:MS (Finance)/MSc (Economics)/ACCA/CA or a related discipline.
   2. Minimum 16 years of education.
   3. All degrees must be recognized by HEC.
   4. Eligibility/Experience:Minimum 7 years of post-qualification experience, with at least 2 years of experience preparing and analyzing financial modeling of projects.
   5. Use of advanced software related to business analysis and financial modeling will be given preference.
   6. Knowledge of MS Office.

• Age limit: Maximum 45 years.

Terms & Conditions

• The posts are purely on a contract basis, for a period of 2 years, or until completion of the project, whichever is earlier. The contract is extendable on satisfactory performance during the initial period, and maximum up to the completion of the project.

• Selected candidates can be posted anywhere in Pakistan, as per the requirement of the administration.
