PMD Jobs 2026 – Software Engineer Consultant, Integrated Flood Resilience and Adaptation Project
The Pakistan Meteorological Department (PMD), under its World Bank-financed Integrated Flood Resilience and Adaptation Project (IFRAP) / Modernization of Hydromet Services of PMD in Pakistan (MHSP), has issued a Request for Expressions of Interest for the selection of an individual consultant Software Engineer, to be employed on a full-time contract basis at the Project Implementation Unit (PIU-PMD), Saidpur, Islamabad. Eligible consultants must hold at least a Bachelor's degree (Master's preferred) in Software Engineering, Computer Science, IT, Computer Engineering, or Computational Science, along with a minimum of 8 years of progressively responsible experience in software engineering, systems integration, cloud computing, API development, and information security, with experience in meteorological or mission-critical systems considered highly desirable. Interested consultants must submit a written hard copy of their Expression of Interest (EOI) letter and a detailed, signed CV to the PIU address in Islamabad by September 28, 2026, 1600 hours PST, with detailed Terms of Reference available at weather.gov.pk/home/circulars.
About the Project
The Islamic Republic of Pakistan has received financing from the World Bank towards the cost of Strengthening Hydromet and Climate Services under Component-II of the Integrated Flood Resilience and Adaptation Project (IFRAP), and intends to apply part of the proceeds toward payments under the contract for the subject consulting services. This is a Request for Expressions of Interest (Individual Consultant Selection).

Eligibility Criteria
Qualifications: The Consultant shall possess at least a Bachelor's degree (preferably Master's) in one of the following disciplines: Software Engineering, Computer Science, Information Technology, Computer Engineering, or Computational Science.
Experience:
- At least 8 years of progressively responsible professional experience in software engineering, systems integration, and digital solution development.
- Demonstrated experience in software architecture/enterprise application development and integration.
- Experience in Linux operating systems, databases, and server administration.
- Experience in cloud computing, virtualization, and containerized environments.
- Experience in API development, middleware, and enterprise interoperability.
- Experience in software implementation, systems integration, quality assurance, technical testing, or user-acceptance support for complex information systems.
- Familiarity with data governance, information security, backup, disaster recovery, and business-continuity arrangements.
- Experience with scientific, meteorological, hydrological, environmental, or other mission-critical operational information systems will be highly desirable.
- Strong technical documentation skills.
Selection Process
The Project Implementation Unit – Pakistan Meteorological Department (PIU-PMD) invites eligible individuals ("Consultants") to indicate their interest in providing the Services as per the Terms of Reference (ToRs). Interested Consultants should provide information demonstrating their required qualifications and relevant experience by submitting:
a. A letter of Expression of Interest (EOI), providing information regarding the Consultant's qualifications, relevant skills, professional experience, and demonstrated capacity to successfully undertake and deliver the assignment in accordance with the ToRs.
b. A detailed, dated, and signed Curriculum Vitae (CV) highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.
The attention of interested Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" November 2020 ("Procurement Regulations"), setting forth the World Bank's Policy on Conflict of Interest.
The Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method, as set out in the World Bank's "Procurement Regulations for IPF Borrowers" November 2020. The Consultant will be employed on contract, working on a full-time basis in PIU-PMD, Saidpur, Islamabad.
