About the Position

To provide specialized advisory support to the Company and Department, Government of Sindh, particularly in matters relating to power sector policy formulation and regulatory affairs at provincial and national levels.

Mode of Appointment

The appointment will be on a contract basis for a period of 1 year. Further extension is subject to satisfactory performance, mutual consent of both parties, availability of funds, and management approval.

Pay Package

• Salary range between Rs. 267,500 to Rs. 391,647 per month.

• Any other admissible allowance/facility as per company policy.

Responsibilities

The Power Sector Expert shall provide assistance in (but not limited to), inter alia:

• Providing technical input and strategic advice on National and Provincial power sector policies.
• Assisting the Company and Department in analyzing/reviewing and developing policy positions on power sector matters at Federal and Provincial levels.
• Assisting in engagements with federal ministries, regulatory authorities, power sector entities, and other stakeholders.
• Providing expert advice on generation, transmission, distribution, power market reforms, renewable energy integration, and sector development initiatives.
• Continuous assessment of policy developments, regulatory frameworks, market reforms, and emerging opportunities to ensure effective representation of Sindh's interests.
• Assisting the department in Indicative Generation Capacity Expansion Plan (IGCEP) related tasks.
• Assisting the department in Integrated Energy Planning (IEP) related tasks.
• Any other related tasks assigned from time to time.

Experience

The proposed resource should have strong professional experience and understanding of:

• Pakistan's power sector national & provincial policies and regulatory framework.
• NEPRA/SEPRA/PPIB/CPPA-G, etc. regulations and regulatory processes.
• Power sector governance and institutional arrangements.
• Generation, Transmission, Distribution, and electricity market reforms.
• Knowledge of CTBCM and its smooth implementation in the field.

Minimum Job Requirements

• Comprehensive knowledge and experience of Pakistan's power sector, including government policies, regulatory frameworks, electricity market reforms, transmission sector development, and institutional arrangements.
• Bachelor of Engineering (Electrical/Energy Management) from an HEC-recognized institute.
• Experience in Energy Policy/regulations is mandatory.
• Minimum 5 years of professional experience, with Sindh domicile.
• Maximum age limit: 40 years.
