PPRA Jobs 2026 – Apply Online for 7 Contract Positions via NJP
The Public Procurement Regulatory Authority (PPRA), Islamabad has announced 7 purely contract-based vacancies for 2026 on an open-merit basis: Regulations Specialist, Monitoring Specialist, Legal Specialist, Legal Expert, Accreditation Expert, Research Analyst, and Law Officer, one post each. The contract is for an initial two years with market-based lump-sum pay, extendable subject to satisfactory performance. The specialist posts require a 16-year Master's or LLB with at least 10 years of experience and an age limit of 50. The expert, analyst, and officer posts require 3 to 5 years of experience and an age limit of 45, with Master's or LLB requirements depending on the post. About the Organization
The Public Procurement Regulatory Authority (PPRA), Islamabad is a regulatory body created under the PPRA Ordinance, 2002. It has invited qualified candidates to apply on an open-merit basis for seven vacancies. All posts are strictly contract-based, with market-based competitive lump-sum remuneration. The initial term is two years, and it can be extended subject to satisfactory performance.

Eligibility Criteria
1. Regulations Specialist – 01 Post (Max Age: 50)
- Education: Master's degree (16 years) or higher in public policy, public administration, supply chain management, corporate law, or a related field, from an HEC-recognized university.
- Experience: At least 10 years of experience in developing new frameworks and regulations, preferably in the public sector.
- Preferred: Relevant international professional certifications.
2. Monitoring Specialist – 01 Post (Max Age: 50)
- Education: Master's degree (16 years) or higher in social science, business administration, economics, financial management, or a related field, from an HEC-recognized university.
- Experience: At least 10 years in a relevant field within the public or development sector.
- Preferred: International professional certifications or experience in qualitative analysis, quantitative analysis, and database management.
3. Legal Specialist – 01 Post (Max Age: 50)
- Education: LLB (16 years) or a higher degree from an HEC-recognized university.
- Experience: Minimum 10 years in the relevant field, preferably in the public sector.
- Preferred: LLM or a relevant international professional certification.
4. Legal Expert – 01 Post (Max Age: 45)
- Education: LLB (16 years) or a higher degree from an HEC-recognized university.
- Experience: Minimum 5 years in the relevant field, preferably in the public sector.
- Preferred: LLM or a relevant international professional certification.
5. Accreditation Expert – 01 Post (Max Age: 45)
- Education: Master's degree (16 years) or higher in educational management/leadership, HRM/HRD, or a related field, from an HEC-recognized university.
- Experience: At least 5 years of relevant work, preferably in the public sector, development sector, or an international organization.
- Preferred: Relevant international professional certifications.
6. Research Analyst – 01 Post (Max Age: 45)
- Education: Master's degree (16 years) or higher in public policy, public administration, supply chain management, corporate law, international relations, or a related field, from an HEC-recognized university.
- Experience: At least 5 years in developing new frameworks and regulations, preferably in the public sector.
- Preferred: Relevant international professional certifications.
7. Law Officer – 01 Post (Max Age: 45)
- Education: LLB (16 years) or a higher degree from an HEC-recognized university.
- Experience: Minimum 3 years in the relevant field, preferably in the public sector.
- Preferred: LLM or a relevant international professional certification.
Key Responsibilities
Regulations Specialist
- Help harmonize the procurement system by developing rules, regulations, standard bidding documents, manuals, and a code of ethics.
- Carry out economic and other studies to strengthen the system.
- Review and improve how procurement cells work across ministries and divisions.
- Draft regulatory frameworks for e-procurement and public-private partnerships.
- Review existing procurement regulations and draft new frameworks to promote innovation and upgrades.
Monitoring Specialist
- Monitor and evaluate procurement processes against the framework and standards for efficiency and cost-effectiveness.
- Analyze the performance of procuring agencies, including procurement cells, using EPADS and other data to find gaps and recommend improvements to policy, EPADS, and regulations.
- Produce quarterly quantitative monitoring dashboards covering lead times and price variances.
- Develop quantitative indicators and dashboards to track agency procurement performance.
- Contribute to procurement policies, lead analytical work on EPADS data, and help prepare annual reports.
- Conduct value-for-money assessments on high-value public procurement contracts.
- Give advisory and technical support to procuring agencies, and perform other tasks assigned by management.
Legal Specialist
- Represent the organization in courts, including higher courts.
- Prepare comments, replies, responses, and notices on the organization's behalf.
- Coordinate with legal counsel, procuring agencies, and panel experts to ensure sound defense in legal matters.
- Advise management and other stakeholders on legal issues.
- Maintain records and support the wing head and the appellate and review petition/debarment committees.
- Provide secretariat support to the Debarment and Appeal Review committees and issue communications to concerned parties.
- Perform other tasks assigned by management.
Legal Expert and Law Officer (same duties)
- Represent the organization in courts of law.
- Prepare comments, replies, responses, and notices on its behalf.
- Coordinate with legal counsel, procuring agencies, and panel experts on legal defense.
- Provide legal advice to management and stakeholders.
- Maintain records and support the wing head and the appellate and review petition/debarment committees.
- Provide secretariat support to the committees and issue communications to concerned parties.
- Perform other tasks assigned by management.
Accreditation Expert
- Identify the training and professional development needs of PPRA, procuring agencies, and bidders.
- Develop a competency framework covering certifications, accreditation, and licensing.
- Design curricula, requirements, and skill sets for accreditation.
- Maintain a database of accredited panelists.
- Act as secretariat for evaluating the performance and accountability of accredited panelists.
- Identify opportunities to collaborate with local and international bodies that promote the public procurement profession.
- Perform other tasks assigned by management.
Research Analyst

- Assist with studies and surveys on procurement, supply chain, contract management, and related areas.
- Help review existing regulations and draft new frameworks to promote innovation and upgrades.
- Extract and evaluate EPADS data trends to identify system bottlenecks.
- Study international best practices in public procurement and EGP, and suggest reforms to management.
- Perform other tasks assigned by management.
Pay Package
All posts carry a market-based, competitive lump-sum remuneration. The ad states no specific amount. Contracts run for an initial two years, with extension subject to satisfactory performance.
Selection Process
- Only shortlisted candidates will be called for the test or interview.
- Shortlisted applicants must bring their original educational credentials, testimonials, and experience certificates, plus one set of attested copies, to the interview.
- No TA/DA is payable for attending the test or interview.
General Instructions
- Computer proficiency is an essential requirement for all posts.
- The Authority may cancel the recruitment process or reduce the number of posts at any stage without giving a reason.

- Information in the NJP application form will be verified. Any false or forged information or fake documents can lead to cancellation of candidature at any stage.
