About the Organization

The Planning & Development Department (P&D) of the Government of Sindh handles policy, planning, and development across the province, including coordination with donors and ministries on foreign aid, development schemes, and proposals. It also monitors and evaluates development schemes and liaises with national planning agencies. P&D is now hiring for its Climate & Equity Development (CED) Project, with all posts on a contract basis for an initial two years, extendable based on performance and need. Applicants must hold domicile or a Permanent Residence Certificate (PRC) of Sindh Province.

Eligibility Criteria

1. Team Lead (Lead Technical Specialist – Environment) – MP Scale-I – 01 Post

• Education: Master's degree or higher in Environmental Science, Environmental Economics, Climate Finance, Climate Change, or a related field.
• Experience: At least 12 years in the relevant field, in the private sector, public sector, or both. Must have completed, initiated, or assisted with at least 3 carbon-financing-enabling projects in the last 5 years.
• Core Competencies: Proven record of mobilizing climate finance, managing large-scale projects, stakeholder engagement, and knowledge of international climate finance mechanisms.
• Age limit: 55 years.

2. Project Development & Private Sector Engagement Specialist (Energy/Waste) – MP Scale-II – 01 Post

• Education: Master's degree or higher in Energy, Environment, Climate Change, Forestry, Agriculture (AFOLU), Waste Management, or a related discipline.
• Experience: At least 10 years in the relevant field, in the private sector, public sector, or both.
• Advantage: Additional training or certification in project development, climate finance, carbon markets, ESG, or public-private partnerships.
• Core Competencies: Strong communication, negotiation, partnership-building, project management, research, and stakeholder engagement skills.
• Age limit: 55 years.

3. Project Development & Private Sector Engagement Specialist (Forestry/AFOLU) – MP Scale-II – 02 Posts

• Education: Master's degree or higher in Energy, Environment, Climate Change, Forestry, Agriculture (AFOLU), Waste Management, or a related discipline.
• Experience: At least 10 years in the relevant field, in the private sector, public sector, or both.
• Advantage: Additional training or certification in project development, climate finance, carbon markets, ESG, or public-private partnerships.
• Core Competencies: Strong communication, negotiation, partnership-building, project management, research, and stakeholder engagement skills.

4. Climate Finance Specialist – PPS-09 – 01 Post

• Education: Master's degree in Environmental Finance or a related field, ideally with exposure to government or public-sector environments. A CFA or similar professional certification is preferred.
• Experience: Minimum 7 years in financial analysis, investment banking, or financial product development, with strong exposure to climate finance or environmental projects.
• Core Competencies: Experience developing financial instruments, mobilizing resources, and working with international climate funds and global financial entities.
• Age limit: 35–45 years.

5. Data Automation Expert – PPS-09 – 01 Post

• Education: Master's or Bachelor's degree in Computer Science, Data Science, Computer Engineering, or an equivalent field, with at least 3.00 CGPA or 2nd Division from an HEC-recognized university.
• Experience: Minimum 5 years in data analytics, machine learning, business intelligence, or a related field, in the private sector, public sector, or both.
• Age limit: 28–35 years.

6. Budget & Finance Officer – PPS-07 – 01 Post

• Education: Bachelor's degree in Commerce, Accounting, Finance, Economics, or a related discipline from an HEC-recognized university.
• Experience: Minimum 3 years, preferably in government, semi-government, or donor-funded projects, with experience in budgeting, financial reporting, and project accounts.
• Core Competencies: Knowledge of Government of Sindh Financial Rules, the ADP process, World Bank procedures, accounting software, and MS Excel.
• Age limit: 28–35 years.

7. Support Staff / Office Assistant – PPS-02 – 02 Posts

• Education: Bachelor's degree or Intermediate (FA/F.Sc) from a recognized Board or University.
• Experience: Minimum 2 years, preferably in government, semi-government, or donor-funded projects. Prior administrative or office support experience is preferred.
• Core Competencies: Basic office management, record-keeping, coordination, and familiarity with office procedures.
• Age limit: 25–30 years.

8. Data Entry Operators – PPS-02 – 04 Posts

• Education: Bachelor's degree or Intermediate with a Diploma/Certificate in IT or Computer Studies from a recognized Board or University.
• Experience: Minimum 2 years as a Data Entry Operator, preferably in government, semi-government, or donor-funded projects. Experience with development project data is preferred.
• Core Competencies: Proficiency in MS Word, Excel, and basic database use, with accurate typing speed, attention to detail, and familiarity with report formats.
• Age limit: 22–30 years.

Core Competencies (all Research Associate categories): Research and analytical ability, report writing, communication, data handling, MS Office proficiency, teamwork, and willingness to work across climate/development assignments. Sector-specific technical skills will be considered according to the relevant stream.

Pay Package

• MP Scale posts (1–3): Remuneration will follow the Sindh Management Position Scales Policy, 2022, per SGA&CD's Notification No. SOII(SGA&CD)6-32/2021, dated 29 December 2022.
• PPS-graded posts (4–8) and Research Associates: Pay follows the respective PPS grade (02, 07, or 09). No specific amounts are stated in the ad.
